The SMRTNET HEALTH INFORMATION EXCHANGE system began in 2005 with a collaborative of healthcare providers in northeast Oklahoma.  The effort was funded by a federal grant through AHRQ (Agency for Healthcare Research and Quality) to develop such systems around the country. The Cherokee County Health Service Council oversees SMRTNET.  This is a public NON PROFIT organization composed of provider entities who work to serve the public interest.
