SMRTNET comes from a $ 3.4 million effort
over three years as part of a research effort from the federal
government, state government, local providers and a Native
American tribe. The participants are identified here in the
website. The Oklahoma Department of Mental Health and Substance
Abuse Services does not share data but has helped to develop the
network. The policies, security, and technology have been
established using national best practices, national experts, and
over sixty Oklahoma clinical, technology, legal, privacy and
policy experts. The network is governed by a network agreement
which has been developed, reviewed and agreed to all the
participants, their attorneys and privacy officials.
The network is overseen by the Cherokee
County Health Service Council, which is a public non-profit
body, with public meetings and public budgets to create the
openness and transparency to build trust with patients and
providers. Members of the Health Council include Northeastern
State University, Tahlequah City Hospital, Cherokee Nations,
Cherokee County Commissioners, an at large member and the
Oklahoma State Department of Health as ex-officio. As a
subsection, the SMRTNET Management Committee oversees the direct
operations of the network and includes all the present and
future major contributors to the network.
