What is SMRTNET?
The Secure Medical Records Transfer Network (SMRTNET) is a publicly managed “utility company” that allows member providers to securely share patient health information under HIPAA and Oklahoma privacy guidelines through electronic means. Over one hundred experts have developed SMRTNET over four years at a cost of over $ 4 million based on an AHRQ grant and Oklahoma sources. The current system includes hospitals, physicians, pharmacy, laboratory, university, Native American tribe, public health, mental health, and community health centers. The system has been successfully operational for a year.
SMRTNET is:
- A tested and secure publicly operated system that has been reviewed and used by twelve hospitals and a wide variety of other health providers
- A rapidly growing data source to members of over 27 million health records and 2.6 million lives
- Current Members Include: Oklahoma State Department of Health, Mercy Health Center, St Anthony Hospital, NEO Community Health Center, INTEGRIS Southwest Medical Center, Cherokee Nation, Norman Regional Health System, INTEGRIS Baptist Medical Center, OU Medical Center, Northeastern State University, Midwest Regional Medical Center, Edmond Medical Center, Tahlequah City Hospital, Moore Health Center, INTEGRIS Canadian Valley Regional Hospital
- A simple to use system that has been reviewed and approved by over a twenty attorneys and privacy officers from a wide variety of provider types
- A non-profit research group that provides assistance in developing consensus based network planning around the following key elements for data exchange:
- Management vision and structure
- Sustainable financial planning
- Clinical data selection
- Privacy compliance
- Technology
- Member data exchange agreement
- Identification and measurement of quality improvement indicators
- Return on investment calculations
- Those utilizing the consensus based network planning service are not required to become members of SMRTNET
- A public non-profit body that develops local and statewide health information exchange networks at a very low cost in a short timeframe
- An exchange service which is compatible with hospitals, laboratories, pharmacies, public health, tribal health, mental health, universities, private practices, and community health centers
- A provider of legal assisting providers to exchange data under federal and state law by utilizing a data sharing agreement which has been approved by over a dozen attorneys from many types of health data providers and users. Most systems do not supply this agreement which is time consuming and expensive to generate.
- An open and public management system which promotes transparency that is operated by the members for the benefit of providers and patients. New members may join the management group of the system
- An internet based system that can work either with or without an electronic health record requiring no data entry and no local computing expertise
- A capability to assist providers to build and effectively operate multiple data exchanges that can all exchange data with one another. The ability to exchange data between networks is important as most data exchange entities cannot share data and therefore the data for patient care between them does not exist.
- A process which helps improve patient medical quality and safety, improves public health and can help lower medical costs
- A support service that assists in the development of health information exchanges, especially where funds are limited as most exchanges require $ 1.5 million to develop a complete implementation plan. SMRTNET can work with potential members to develop a complete plan at no charge or a very small percentage of the usual amount needed.
- A process that helps reduce implementation time and improve success. Most exchanges take two to three years to develop and typically encounter a seventy five percent failure rate. A SMRTNET project may require only a few months from planning to implementation.
- A capacity to assist providers in both receiving and sending patient data to and from individual provider electronic health record systems
- A support service to help providers receive electronic health data in many formats including a community health record, electronic prescribing, personal health record, condition management, and an enhanced “hub service” to increase efficiency in medical practices
